Information technology experts and professionals on Monday in Dhaka said that the government needed to build up an efficient and easily accessible system as well as enhance the capability of the government employees to run the digital infrastructures properly for service seekers.

They said that the equitable distribution of access to any government services should be a priority in a roundtable titled ‘E-governance in Bangladesh’, which was organised by the Dnet – Development Research Network, a non-government organisation, with the support of the European Union Delegation to Bangladesh.

The discussion was aimed at evaluating the effectiveness of e-governance in Bangladesh with focus on service delivery, transparency, and accountability.

They also mentioned that digital divide, lack of awareness and digital insecurity as a challenge while evaluating the effectiveness, and proposed solutions for equitable access, and strategies to raise awareness among all citizens, particularly young, women, vulnerable, rural, and hard-to-reach populations.

Norwegian embassy trade adviser Bayzid Sayeed said that the current parameters counted towards shifting to smart Bangladesh should be reconsidered.

‘The parameters to smart Bangladesh should be that how much people are engaging with the government online services,’ he said.

Fani Farmaki, programme manager of the delegation of the European Union to Bangladesh, said that the current government online infrastructures require people to obtain prior knowledge before engaging with the services.

‘Services should be easy to find, and do not require prior knowledge from the users,’ she added.

According to a United Nations report, Bangladesh has moved up 37 spots in the past eight years on the E-Government Development Index.

Speakers also said that this achievement could be attributed to the government’s efforts to streamline and improve the provision of public services.

Co-founder and executive director of Dnet, M Shahadat Hossain, said that they recently conducted a study to understand the digital divide amongst low income women, and found stark disparities in digital access, literacy, and usage in both sectors.

‘Despite the proliferation of government service apps aimed at enhancing citizen engagement and service delivery, the study revealed significant gaps in their accessibility among low-income women,’ he said.

Dhaka University public administration department professor, Sadik Hasan, moderated the session.

There is an urgent need for taking measures to understand the global demand and strengthen stakeholder’s capacity to capitalise the potential of Bangladesh’s light engineering sector, experts said at a roundtable on Tuesday (30 January).

They also stressed the need to remove some policy anomalies, setting up a specialised economic zone, easy access to finance, technology up-gradation and skill development for the growth of the sector.

Experts came up with the observations at a roundtable discussion titled “Unleashing the export potential of light engineering in Bangladesh”, organised by Development Research Network at its office in the capital’s Mohammadpur area.

Speaking on the occasion, Bangladesh Engineering Industry Owners Association (BEIOA) President Abdur Razzaque said, “Bangladesh does not account for even 1% of the $8 trillion-dollar light engineering global market.

“A special economic zone is required for domestic companies in the light engineering sector to gain a foothold in this market. These are what Taiwan did and Thailand is doing now. It is also happening in Howrah, West Bengal, India. Earlier it happened in Gujarat.”

Razzaque also said the industry needs capital, modern technology, training, policy support, and planned economic zones.

“These five must come together,” he said.

Additional Secretary to the Ministry of Commerce Abdur Rahim Khan presented a keynote paper at the roundtable jointly moderated by Executive Director of Dnet M Shahadat Hossain and its Senior Research Fellow Dr Muhammad Shariat Ullah.

He said the country’s light engineer sector now needs a meaningful push in line with the changes in global demand.

“Developed countries are now shifting towards hi-tech manufacturing instead of light engineering. The tendency is creating opportunities for countries like Bangladesh,” he also said.

Small and Cottage Industries of Bangladesh President Mirza Nurul Ghani Shovon said a time-bound action plan is required for the development of the light engineering sector.

“How to increase exports with the needs of our country will be in this action plan,” he said.

Mirza Nurul Ghani Shovon said alongside export oriented ones, local light engineering entrepreneurs should also get required government’s policy support.

Bangladesh Bicycle and Parts Manufacturer and Exporters Association (BBPMEA) Secretary-General Luthful Bari said only five countries – China, the USA, India, Singapore, and Japan – import light engineering products worth $2.51 trillion.

“If we focus, we can export products to these countries. Because they are now tending to make high tech products,” he said.

According to an analysis of National Board of Revenue data presented at the event, the sector saw a fluctuating trend in the export values from fiscal year 2017- 18 to fiscal year 2019-20.

The sector saw a significant increase in fiscal year 2020-21, reaching $529 million. In the next fiscal, the value reached $795.63 million, indicating robust growth.

However, in fiscal year 2022-23, the export value decreased to $585.85 million.

A day-long health camp was organised by Dnet at Udayan Uchcha Madhyamik Bidyalaya with technical support of UNICEF Bangladesh on Saturday.

The initiative is supported by the Directorate General of Family Planning (DGFP), Directorate General of Health Services (DGHS), and the Ministry of Education (MoE). Representatives from the above-mentioned organisations and government bodies were present at the occasion.

Bangladesh has one of the world’s largest and fastest-growing adolescent populations; therefore, the government has taken some necessary steps in the past few years to recognise adolescent healthcare as one of their top priorities. However, it has been observed that there are fewer interventions in terms of knowledge sharing or service-seeking activities conducted for urban adolescents than for rural adolescents at the national level.

To address the situation by supporting the government’s effort to safeguard the aforementioned target group, DNET and UNICEF decided to organise the health camps for urban school adolescents.

The health camp introduced a national adolescent health website and mobile app. It conducted basic physical examinations, including eye check-ups, and provided awareness on sexual and reproductive health, nutrition, child marriage, hygiene, and mental health amongst the students of class six to ten.

Additionally, DNET gave an overview of the national adolescent health website and responded to relevant queries from the participating students.

সুস্থ জাতি গঠনে কিশোর-কিশোরীদের প্রজনন স্বাস্থ্য সেবা কার্যক্রম বাড়ানোর তাগিদ দিয়েছেন সরকারি ও বেসরকারি সংস্থার প্রতিনিধিরা। তারা বলেছেন, সরকারি ও বেসরকারি মাধ্যম থেকে শহর অঞ্চলে প্রজনন স্বাস্থ্য নিয়ে তুলনামূলক অনেক কম কাজ হয়। তাই বিশেষ করে কিশোর-কিশোরীদের প্রজনন স্বাস্থ্য শিক্ষার পাশাপাশি স্বাস্থ্য সেবা কার্যক্রম বাড়াতে হবে।

আজ শনিবার রাজধানীর উদয়ন মাধ্যমিক বিদ্যালয়ে ‘ডিনেট’ আয়োজিত দিনব্যাপী প্রজনন স্বাস্থ্য সেবা হেলথ ক্যাম্পের উদ্বোধনী অনুষ্ঠানে এ সব কথা বলেন তারা।

ইউনিসেফ, পরিবার পরিকল্পনা অধিদপ্তর ও শিক্ষা মন্ত্রণালয়ের সহযোগিতায় আয়োজিত অনুষ্ঠানে সভাপতিত্ব করেন উদয়ন উচ্চ মাধ্যমিক বিদ্যালয়ের অধ্যক্ষ জহুরা বেগম। বক্তৃতা করেন পরিবার পরিকল্পনা অধিদপ্তরের (ডিজিএফপি) প্রোগ্রাম ম্যানেজার (এএন্ড আরএইচ) ড. মো. মনজুর হোসেন, ডিনেটের যুগ্ম পরিচালক আসিফ আহমেদ তন্ময় প্রমূখ।

অনুষ্ঠানে ডা. মো. মনজুর হোসেন বলেন, বাংলাদেশে প্রতি বছর প্রায় ১২ হাজার নারী জরায়ু মুখের ক্যান্সারে আক্রান্ত হন। যার মধ্যে প্রায় ৫ হাজার নারী মৃত্যুবরণ করেন।

এই মুত্যু সময়মত টিকা দেওয়ার মাধ্যমে প্রতিরোধ করা সম্ভব। এজন্য সারা দেশের ১০ থেকে ১৪ বছর বয়সী কিশোর-কিশোরীদের সচেতনতা বৃদ্ধির মাধ্যমে টিকা গ্রহণে উৎসাহিত করতে হবে।

অনুষ্ঠানে বক্তারা বলেন, বিশ্বের দ্রুত বর্ধনশীল কিশোর জনসংখ্যার দেশ বাংলাদেশ। এই কিশোর জনসংখ্যার বড় অংশ প্রজনন স্বাস্থ্য শিক্ষা থেকে পিছিয়ে আছে।

গত কয়েক বছরে সরকার এই বয়ঃসন্ধিকালের স্বাস্থ্য সেবাকে সর্বোচ্চ অগ্রাধিকার হিসেবে স্বীকৃতি দিতে বেশকিছু প্রয়োজনীয় পদক্ষেপ গ্রহণ করেছে। সরকারের পাশাপাশি বেসরকারি সংস্থগুলোকেও এই কার্যক্রম জোরদার করতে হবে।

এ সময় জানানো হয়, দেশের বিভিন্ন শিক্ষা প্রতিষ্ঠানে এই হেলথ ক্যাম্প আয়োজনের মাধ্যমে ষষ্ঠ থেকে দশম শ্রেণির শিক্ষার্থীদের মধ্যে যৌন ও প্রজনন স্বাস্থ্য, পুষ্টি, বাল্যবিবাহ, স্বাস্থ্যবিধি এবং মানসিক স্বাস্থ্য সম্পর্কে সচেতন করা, কিশোর-কিশোরী স্বাস্থ্য ওয়েবসাইট ও মোবাইল অ্যাপ সম্পর্কে কিশোর-কিশোরীদের অবগত করা এবং চিকিৎসকদের দ্বারা তাদের চক্ষু পরীক্ষাসহ কিছু মৌলিক শারীরিক পরীক্ষা করা হচ্ছে। এছাড়া ডিনেটের ডাক্তাররা কিছু প্রাথমিক মেডিক্যাল চেকাপ ও সচেতনতা সেশন পরিচালনা করছে।

রাজধানীর সিভিল এভিয়েশন স্কুল অ্যান্ড কলেজের ২০০ শিক্ষার্থীকে বিনামূল্যে কৈশোরবান্ধব স্বাস্থ্যসেবা দিয়েছে ‘ডেভেলপমেন্ট রিসার্চ নেটওয়ার্ক’ (ডিনেট)। প্রতিষ্ঠানে অধ্যয়নরত ষষ্ঠ থেকে দশম শ্রেণির শিক্ষার্থীদের মধ্যে যৌন ও প্রজনন স্বাস্থ্য, পুষ্টি, বাল্যবিয়ে, স্বাস্থ্যবিধি এবং মানসিক স্বাস্থ্য সম্পর্কে সচেতনতা প্রদান করা হয়।

শনিবার দিনব্যাপী এ আয়োজনে আটজন চিকিৎসক, একজন মনোরোগ বিশেষজ্ঞ ও সংশ্লিষ্টরা শিক্ষার্থীদের এসব সেবা দেন। সরকারের শিক্ষা মন্ত্রণালয়, পরিবার পরিকল্পনা অধিদপ্তর ও স্বাস্থ্য অধিদপ্তরের পৃষ্ঠপোষকতায় এতে কারিগরি সহায়তা দিয়েছে ইউনিসেফ বাংলাদেশ।

সকালে সিভিল এভিয়েশন স্কুল অ্যান্ড কলেজের সভাপতি ডা. মাহবুবুল আলম তালুকদার কর্মসূচির উদ্বোধন করেন। এ সময় সরকারের পরিবার পরিকল্পনা অধিদপ্তরের প্রোগ্রাম ম্যানেজার ডা. মো. মনজুর হোসেন, ডিনেটের নির্বাহী পরিচালক এম শাহাদাত হোসেন, যুগ্ম পরিচালক আসিফ আহমেদ তন্ময়সহ সংশ্লিষ্ট প্রতিষ্ঠান এবং সরকারি দপ্তরের প্রতিনিধিরা উপস্থিত ছিলেন।

হেলথ ক্যাম্পে জাতীয় কিশোর-কিশোরী স্বাস্থ্য ওয়েবসাইট ও মোবাইল অ্যাপ সম্পর্কে শহরের কিশোর-কিশোরীদের ধারণা দেওয়া হয়। চিকিৎসকদের দিয়ে তাদের চক্ষু পরীক্ষাসহ প্রথমিক মেডিকেল চেকআপ এবং সচেতনতা সেশন পরিচালনা করা হয়। একজন শিক্ষাবিষয়ক মনোবিজ্ঞানী শিক্ষার্থীদের মানসিক স্বাস্থ্যের বিষয়ে গুরুত্বপূর্ণ পরামর্শ দেন। জাতীয় কিশোর স্বাস্থ্য ওয়েবসাইটের ওরিয়েন্টেশন প্রদর্শন ও অংশগ্রহণকারী শিক্ষার্থীদের বিভিন্ন প্রশ্নের উত্তর দেওয়া হয়।

ওরিয়েন্টেশন সভায় বলা হয়, বাংলাদেশ বিশ্বের অন্যতম বৃহত্তম এবং দ্রুত বর্ধনশীল কিশোর জনসংখ্যার দেশ। বাংলাদেশে মোট জনগোষ্ঠীর এক-পঞ্চমাংশ ১০ থেকে ১৯ বছর বয়সি; কিন্তু এই কিশোর-কিশোরীদের মধ্যে কৈশোরবান্ধব স্বাস্থ্যজ্ঞান আদান-প্রদান, সেবা চাওয়ার কার্যক্রম তুলনামূলক কম। সরকার গত কয়েক বছরে এই বয়সিদের বয়ঃসন্ধিকালীন স্বাস্থ্যসেবাকে সর্বোচ্চ অগ্রাধিকার দিয়েছে। এ লক্ষ্যে ‘ন্যাশনাল অ্যাডোলেসেন্ট হেলথ স্ট্রাটেজি ২০১৭ থেকে ২০৩০’ কর্মসূচি হাতে নিয়েছে। সরকারের প্রচেষ্টাকে সমর্থন করে কিশোর-কিশোরীদের সুরক্ষায় ডিনেট এবং ইউনিসেফ শহরে হেলথ ক্যাম্প করছে। পর্যায়ক্রমে রাজশাহী ও খুলনায় এ ধরনের কর্মসূচি করা হবে। ক্যাম্পে অংশ নেওয়া শিক্ষার্থীদের ইউনিলিভার বাংলাদেশের সহায়তায় দৈনন্দিন ব্যবহার্য ট্রয়লেট্রিজ পণ্য দেওয়া হয়।
